Its a Great way to Prevent your computer setting From Unauthorized user. you can block many thing to change on start menu and Taskbar Setting .

1. Click on Start button , then Type in search Box gpedit.msc and press Enter .
 
 
 
2. On the Local Group Policy Editor , then Navigate User Configuration => Administrative Templates => Start Menu and Taskbar,  then in the right pane Double-click on Prevent changes to Taskbar and Start menu setting .
